Izetta is the titular character, just like To Aru Index had Index as the title character. But the actual main characters ended up not being the title character.

If you notice, the Izetta anime tries to distribute both screen time AND significance to many other characters. That can be both from a merchandising, character goods sales, and licensing sales aspect. Story-wise, it's not a good thing to relegate Izetta to being mostly the glue character that provides relationships that holds the whole cast of characters together. Most of the time, Izetta simply exists. She moves from char to char or scene to scene or scene to char and vice versa.

She is often passive in writing treatment and seems to be mostly plot glue for the first half of the season's episodes. That's probably because the production committee agreed on a required minimum amount of character goods sales support being distributed across the entire set of major characters.
