Most anime target the teen market as well as the otaku market that eats up the same stuff as the teen market.

It's the same reason young adult fiction in the west often features a teen saving the world or being important. They want their audience to relate to the main character, so they make it a teen.

Most western teen fiction anymore features either males in their 20s or women in there mid-late teens. Male protagonists always tend to be older than the age-group they're targeted at, while female ones tend to be the same age or younger. Stuff that actually uses male teenager characters it's typically targeted at preteens.

Can confirm, I exclusively read stuff about teenage boys when I was a preeteen, and exclusively consumed media about adult males when I was a teen. Now that I'm an adult, I only watch stuff about little girls.

It's about masculinity. As a male growing up, you're made to constantly feel that you're lower on the pecking order because you're not old enough yet. Preteens glorify teen agency because teens have access to all the masculine freedoms and powers that their mom won't let them have. Teens glorify adults because adults have access to all the masculine powers and freedoms afforded by money, a driver's license, a marketable skill and the social affluence of being an adult.

Similarly, girls tend to prefer fiction where the male love interest is older than them.

These aren't universals, mind you, but publishers tend to pander exclusively to a perceived majority, so the overwhelming amount of fiction follows this paradigm. You probably found yourself reading a lot of stuff about teens when you were a preteen just because all of the books within your reading level at the time were about teens. That's just how things are marketed. Preteens themselves almost never appear in western fiction except to be victimfodder for stories about the evil of sexual predators aimed at middle-aged housewives.
