What? Rei is pretty far on the quit, mysterious and borderline passive side of the character spectrum until the events of the anime change her. If I met a person like her I'm sure I'd be weirded out and remember her for a pretty long time.

Yoko is kind of hard to even describe especially compared to characters like Rei, Asuka, Misato, Haruko, Nonon, Panty, Stocking, Yukino or other Gainax girls. I mean you can describe what she looks like and what she did but her character basically boils down to such trivial traits like "nice" and "strong".

Well sure, it still is Clamp. But I think there's a more unique sense of design when it comes to the eyes and clothing.

I recommend the manga more, since the anime has rather poor quality animation and cuts out some fragments because it wanted to avoid the cross-overs with Tsubasa Chronicles. Because of that there are some pretty weird jumps at times before episodes and seasons. But if you really want to watch it then just go with the release order.

As for the manga it might be bothersome for some people that to get it you have to read Tsubasa Chronicles while reading xxxHolic. You can find different guides on the internet for that.

So you have to decide for yourself if its worth it. I just fell in love with her design and then her character in general. Her character is a combination of funny and tricksterish on the one side and wise and mysterious on the other. So sometimes she'll give the protag advice and somtimes she'll just tease him or get drunk. If that sounds appealing to you I'd recommend giving it a chance.
