Why would you doubt that? They enter the PI by slamming into Buu-chan, there are fanservice shots like you often see reflected in Buu-chan's eye, the city/planet is shaped like a brain and when it's damaged by the girls' attack, Buu-chan malfunctions in the real world. As for being Hidaka's, the creator is obviously based on him, his base is based on Flip Flap's HQ with his work station being similar to the one Hidaka was working on, the Thomasson being the closet Cocona and Papika go in to be sent into the robots and when Papika munches on a cable in the PI, something breaks in the real world. It's pretty obvious.
