Most Namekians are spore farmers or something, not much to power up from.

Now if Piccolo managed to convince the Namekians to go honorable warrior race, and every couple of generations they all fuse into a single mega Namekian, that then goes shooting out baby mega namekians that'll redo the whole process then yes. Namekians would eventually become the masterrace.

Cell might become stronger. Buu would become weaker though as was demonstrated when he absorbed the fat Kai. Buu's absorption doesn't work that way.

Well, the Fat Buu that was expelled from Kid Buu is certainly weaker. The Fat Buu that Goku fought was just rather tame in disposition rather than lacking power. He wasn't actually ever using his full power outside of the few instances where he blew his stack.

If Buu actually was made weaker by absorbing good shit, Super Buu wouldn't have been stronger than Fat Buu from the start.

Absorb is not as effective as a fusion, so namekian powers are just too low to be useful.

Now Cell can probably fuse with them since he is part namekian, he might become real strong but also take on some of the namekians personality and eventually after so many fusions Cell would turn good.

Because Piccolo has morals. It's like DBZ fans only care about power levels and don't realize that this isn't the case for characters within the story.
