We can deduce Grisha was trying to find the Reiss in all those years. He met Carla and had a son, he met the Reiss later. Maybe Armin's grandfather was the connection between him and the Reiss, he had a book of the outside world after all.

If you consider this, it makes sense why he "left" the book to Armin, just for him to tell Eren about it. Grisha and Armin's grandfather planned everything for the new generation to complete the mission.

Then you have to remember that they relied on their coordinate to be unstoppable, so they probably doubt that the Marleyans could ever defeat them. Which shows that if Grisha didn't do what he did to the Reiss family, the Eldians would've been screwed. Eren would've died like fodder. The enemy shifters would've eventually found out who Frieda is and she likely still wouldn't be able to control her power, and they would've taken her or killed her, and then the Eldians would've been defeated for good with no coordinate.
