That's how donating blood works here in the US. I've actually been debating whether or not it would be worthwhile to set up a server and online form to make signups easier.
Have it check against a blacklist and auto allocate Santa to anons and then check it manually to make sure its all okay
And then have it handle the mass email out when everything is okayed.
That way organizers could just handle the ">tfw grinched" and "my anon is a piece of shit who only put 2 shonens in his wishlist, tell that faggot to give me a better list" emails.
Hell the current organizers could still run it for all I care.

The only problem I see is that online forms do lower the effort required to signup so we might get more plebs signing up and fucking it up for everyone.
Maybe use a Sadpanda like setup to filter out complete idiots. Or time limited/thread based initial signup passwords.
