I like the series and the reason I stick with it for weekly reads is because IMO it has been B+ quality at a bare minimum the whole run. The problem is there's very little in the way of "This arc is fucking amazing and series-defining" for MHA.

Like I fell in and out of One Piece and have since dropped it but god damn if Enies Lobby isn't a benchmark Battle Shounen arc.

Hori originally wanted Deku to be quirkless, but Editor-san said no (which was a good call since we'd get a repeat of mx0 otherwise). Knuckleduster is fine seeing as how both Aizawa and Stain have good fighting styles that don't necessitate using their quirks.

The main problem I find with the series as a whole is that the author just goes from one plot point to the next without considering the depth of the characters themselves. "Oh, Koichi has a quirk people think sucks. Oh, he ran into some thugs. Oh, he got beaten up. Oh, they're about to rape this girl - TIME TO HERO." It's fucking stupid when you think of the implications behind the characters' actions.

In Ch. 1, we learn that the apparently the legal system sucks so bad that some thugs can drag a retail worker out of his store and beat the snot out of him; and that that retail worker won't even bother to call the police even when it was premeditated. We also learn that Koichi would apparently leave a teenage girl to get raped in an alleyway and not even call the police (which was gonna happen had he not seen her "help me" face).

I know those thugs are thugs and meant to be bad guys. Being in a bad mood and lashing out at some kid is one thing, but dragging him out of his store and beating him up? Trying to rape and expose a girl's identity to the world? What kind of idiot wouldn't realize that the latter would make everyone want YOUR head on a platter?

Pop Step's character makes no sense. Here is a girl who does concerts in broad daylight all by herself, and has been doing it long-enough to get a huge fanbase. If she's smart-enough to organize all that shit by herself, and hasn't gotten caught ONCE yet, how can she be dumb-enough to get caught by some two-bit thug? And how can she not have a contingency plan for getting stuck in the air?

Knuckleduster is just unstable. It's a wonder there aren't multiple warrants out for his arrest yet.

I wanna know how the payment really works for heroes in Japan.

I had an Mutants and Masterminds BnHA campaign going and our setup was a hero strike.

I think it made sense; basically if you have an area where there's a lot of effective heroes and they basically get paid commission as implied for busting perps- if they do too good of a job and crime dramatically drops in their wards...does that mean their pay drops off? Do they have to move then?

Their reward for actually cleaning up crime is making less money or having to branch out into other heroes patrol areas to snipe work.

1. The hero economy generates a lucrative amount of jobs, sales and income tax
2. Or, the government had to tax the populations heavily for the heroes to work

With regard to your original question - yes a heroes' strike scenario is plausible. If taxes exist, there must be a representative to bargain with the government regarding the degree of tax - so a heroes' union probably exists in BnHA
