That's not true at all. Had Madoka not become hope itself, he would have had an inifnite amount of energy at the cost of the human race. He didn't get this because Madoka altered reality to something slightly more kind to magical girls. Kyubey only tried to get witches back because he thought the Wraith hunting system was inefficient and in the course of everything created a devil.

In her saying she wants to have the power to protect Madoka, she would have to have that power no matter how strong Madoka gets, hence the end of Rebellion. Also it's never really explained how wishes works, so the "power" given to Homura isn't the same as her magical girl skills. It may be that her wish changed her fate to always be stronger than Madoka and always be able protect her, so she wouldn't really be allowed to die no matter what happened. That in itself would explain why she was unable to become a witch, instead accepting both sides (girl and grown version = witch) and becoming something else without actually turning hope into despair, she has both at the same time, which is balanced in itself.

Because Madoka is still an imperfect being, Godly or not.
And could never beat Goku.
