When Goku and Beerus clashed the entire universe was at risk from being wiped out because Goku didn't balance his energy.

Once he learned how to control it he basically canceled out Beerus' attacks and nullified the - I assume - Ki equivalent of heat waste. So when he's Blue he can fully control the energy he puts out.
