It's very difficult to know where hinata (or most of the rookies for that matter) stand in an theoretical power scale by the end of the story. Since the only times she got to fight one v one were against pain (someone well above kage level) and Neji (who at the time was definitely top five in the chunin exams and had a counter for her style),so she was definitely outmatched. I'd say she's above average just by virtue of the Hyuga haxed skillset, but if you were to make a distinction based on characters with the power to actually impact the major conflicts in the story (meaning basically kage tier and above) and the rest, then she is definitely fodder, but then again so woul be 95% of the cast.
