More than likely it's simply the case of Yoshinari having the full story more or less crafted in his mind, but couldn't originally get it greenlit for a feature sized production due to the financially risky subject, so he had to settle with the government funded OVA to test the waters.

With the success of LWA2, the studio could more confidently allow Yoshinari to tell his story properly, which is what this TV anime is.

That scene where there are no stairs remind me of Morrowind's Wizard Towers. The idea being that the inhabitants are assumed to all be able to fly, and as such the buildings are intentionally impossible to navigate by foot to keep out unwanted people.

It doesn't really look like they're rehashing the movies' plot as much as downright rewriting them. From what it looks in the preview, Akko is getting then Shiny Rod in a completely different situation than in the movie.
