He just doesn't want to lose Tomo as a friend. He's FRIEND ZONED HER, despite also liking her as well. He doesn't want their relationship to change, because it might be ruined if it is. As for progression, here's a hint. Tomo has stayed the same thus far, and likely will throughout the story. In fact, although she is the main character, she is a static character. It is those around her that are dynamic, that experience character development. That's what this story is about. Jun changing is the key part of this manga. It will be him coming to accept their relationship that will be the "end" point of the story.
