Azusa is just the straight man to Yui. Mio had that (and still generally does), but also has a fully fleshed out character, probably the most fleshed out apart from Yui. Azusa is just a stack of complexes and tropes tied up and sold on the cheap as a "prudish imouto". Her character is literally a deuteragonist, but Mio still has more development.
