Not really. You can tell they struggled with budget and directorial failures. The story flopping around the 2/3 mark really sets tone for the series' failures and disappointments.

Another problem is the music. Yuki Kajiura is nothing if not repetitive and self-derivative. Take the music she did for Mai HiME/ Madoka/ SAO/ Kara no Kyoukai/ Fate Zero and swap it in for Noir. Literally no different.

Don't get me wrong, Noir was a fun show, but fun doesn't equal good.

This is bullshit. Her more recent production (as in, since Kara no Kyoukai) can be considered quite repetitive, which, in my opinion, is not bad, but Noir has quite a distinctive soundtrack from the rest of her works. Coincidentally, she was also at her best in this show.
