True, but even it has at least consistent animation and directing even if it's bland.

There are a lot of awful OVAs.
I watched Elf Princess Rane a few weeks ago and it was terrible, but since it's so damn short it's hard to drop. You know you'll be wasting your time with those OVAs about 5 minutes in, but once you start it's too late.
