The OVA's actually use German here and there in the dialogue (though usually just single words) and English is used very liberally, usually as on-screen text but also in the Alliance anthem.
It's clear that the creators wanted to infuse the OVA's with these languages, it's just that their skills were limited and that the show itself still had to be in Japanese.
A German/English dub would be pretty awesome and in line with what the creators were looking to do.
