the only person Fuse had problems killing was the satchel charge girl at the start. He made the older sister as a public security agent and his interactions with her were calculated for the most part. He refuses to run away with her and he kills her in the end. good and bad is really blurry in the kerberos universe. I wouldn't go so far as to say he's a bad guy, he believes that what he does is necessary, he just became disillusioned when confronted with an uglier aspect of his job.
Much of his internal conflict is trying to understand why satchel charge girl blew herself up while trying to keep his shit together well enough to counter the public security play against his department.
