Kuze wasn't even evil. His goal was to safeguard and find better lives for a bunch of refugees. He was actually a good guy and only seemed bad in the beginning because he was ghosthacked.

Gouda was the real villain, did everything wrong with no moral conscience, and was even willing to launch a nuke at his own country in order to resurrect the dumbass imperialist "YAMATO DAMASHII" mindset that was so prevalent during World War II just so that he could rise as an influential political figure in the Diet.

Section 9 caught onto his bullshit, stopped his plan, and Gouda got exactly what he deserved: a fully unloaded magazine to the face from the Major.

No, but really, the heroes hardly ever have a counterargument other than MUH FRIENDS or MUH REVENGE. Most anime heroes are so bad that the villains just seem better in comparison, even when they have a shitty goal. Unlike the hero (most of the time), at least they have a real goal.
