Is FLCL possibly the best anime series ever? Perfect animation, art direction and sound design. Brevity over exposition. Can be appreciated by animation experts for its smorgasbord of cuts, cinephiles for its roots in the avant-garde, literature enthusiasts for its magical realism and coming of age, casuals for the way it subconsciously touches them via nostalgic mood.
Maybe there are better feature films and shorts but I don't see any show offering the same level of production, lasting impact on a scene-to-scene basis, stylistic experimentation and overall passion.

FLCL is what happens when you take the budget of a 26 episode series and pour it all into 6 episodes.
It's stupid to try to compare FLCL to any series with more episodes. FLCL is basically an OVA.
I like FLCL more than the next guy, but all it has going for it is a very consistent metaphor about the challenges of coping with boners and a kickin soundtrack.
