Because Japanese people for some bizarre reason have 0 standards in games and play everything with some kind of Gacha type collection system, with the "gameplay" being some automated missions. Most shows have two, sometimes three girls competing for the viewer's attention (in the case of harems, for the MC's cock aswell). As a result those shows' threads are fueled by anons picking sides between two or three characters. The ones that don't like either move on.

Kancolle has a metric fuckton of characters, all female. In thread dynamics, where in the standard show thread you have "i want to fuck X, i want to fuck Y", shows like kancolle have anons "wanting to fuck" characters pushing into the double digits. The viewer retention comes from an overwhelming coverage of all tastes. This is what people mean when they say it's waifubait

The main difference, as I have already mentioned myself, is that you do it with ingame resources rather than real money, and is therefore not abusive to their playerbase. Which explains why it's more popular.

In my experience, people these days tend to underestimate cultural differences until they actually go to that country. Gacha culture is on an entirely different level here:

When I go to the Supermarket, there will be gacha machines. At both entrences. And on the top floor. When I go to a convience store, there will be Gacha machines. There are many convenience stores here. The university campus has Gacha machines. Train stations have Gacha machines. I can not move 500 metres without being at the next Gacha machine.

In comparison, how was it back in Germany? Well.... I knew, like, two of those machines up the hill near the Gym. And one of them sold candy, which doesn't really count.

So yeah, Gacha is hugely popular, otherwise it wouldn't be possible to have that many machines. And likewise, this also translates to the kind of games they like to play. Especially if you look at sites like dmm, which is almost exclusively the same kind of formula. Kancolle stands out by being nicer (no real money whaling required to build your waifu) and having more customization involved to prepare for the stages.

Western shovelware microtransaction games are more based around "pay now for insane powerups which are the only way to beat later stages", "pay now to continue" or "pay now to get something done faster".

So yeah, I'm not trying to say that Japanese are the only ones that have bad games, just that it comes in a different flavour.
