Seinen and josei manga are aimed at persons 18 and over.

That said, those are demographic classifications that apply specifically to manga magazines. They've got literally nothing to do with anime and barely tell you anything about a manga either.

Adults can generally choose what they want to watch and attempts to cater to them specifically in terms of media do not really work because their tastes are varied.
There really is no such thing as "targeting adults" even in film or literature. But you should know that if you lived a few years past high school.
