Because, in order to have a satisfying, unsatisfying ending, you need to tie up enough loose ends and complete a character arc so that the story has a reason to exist in the first place.

To write a Bad End to something requires a hell of a lot more work than a Good End. People will generally accept contrived bullshit allowing for a happy ending because it doesn't really matter at the end, and they just want to feel good. With a Bad End, people are forced to think about the story, and that means you have to put in a lot of work to make it actually good.
