He's not the ultimate opportunist. He just had straight up blind dumb luck. Being a
warlord is constantly terrifying for him because his own fodder guys are stronger than him. Buggy is a dick who hated Shanks for saving his life. His men only follow him because he happened to be there at Marineford, and was on Rogers crew. But he didn't do shit in either of those instances.
