Actually, it's the opposite. The entire point of Saitama is that he's too OP, and thus he wins every fight.

The point of Sakamoto is he cannot lose at anything, because he's too cool.

In the end, it's all toonforce, but Saitama's capabilities are limited to fighting (seeing how he gets his ass kicked at games by King), whereas Sakamoto's are limited to nothing.
