One of my N3 reading questions had all answers completely wrong and I was supposed to choose the less wrong one. Actually, the entire test was weird. Yeah I don't know about the real test but most of the mockup test stuff seems to basically be about memorizing certain rules they have and choosing the answer that follows those rules, even if in real language the structure might be used more fluidly,or if the usage sounds awkward with that structure.

In Chinese, its pretty much used any time you specify a specific number of X, or "a (particular) X". Does this logic also follow in Japanese?

I would imagine the one you would see most likely (I have not seen any in the two VNs I have been going through, at all) would be 個, the most general marker in Chinese.

Just as a side example, "A cup of ramen" in Chinese could/might be (native speaker chime in?) something like "一杯即食麵", where the 一杯 serves to both specify that quantity of the cups, and to specify that the object being counted is a cup.

In "それ最後の一個", "一個" is just emphasizing the amount. Looking at other sentence examples, in Japanese the counter seems to server as the noun itself quite often, without a further noun being used to specify the specific item being counted.

This reminds of me of adjectives which end in 的, where in Chinese 的 is a construct often employed to make adjectival nouns in the style of の. Meanwhile, 之 has nearly the exact meaning of の and 的 in Japanese and Chinese, for both languages, but its only used in old texts.

It all seems really incestuous from a foreign perspective, but I bet English is looks super-bastardized from a foreign perspective.

English spelling is pretty fucked up, that's for sure. Since English isn't my native language I mess up the pronunciation on a lot of words because I've only seen them in written form. But even if I pronounce something funny, most of the time you'll understand what I say. And if I hear a word, I can usually guess how it's spelled. Japanese on the other hand requires me to look up kanji all the time to know how I'm supposed to pronounce them, and even if I've heard a word a million time I'll most likely be unable to recognize the kanji without looking it up.
