Kishimoto early art had a special charm to it, despite him having trouble with female characters.
With Shippuden he started emulating the anime so the adaptation would've easier and the artstyle became clean and uninspired, losing all his edge.
He basically stopped giving a fuck at some point, this is why eventually all characters converged to the same face and the shading went to shit.

I think my (and a lot of other people's) complaint is less about his ability to draw and more about what seem to be conscious stylistic choices, like how he seems to have a fetish for turning fully developed women into dopey-eyed preteens.
