Yeah it doesn't have the stylish CGI that the previous ones did, but it has a far more stylish David Lynch feel to it which gives it a unique flavor that the other JoJo OPs and anime OPs in general don't have. It's probably because Both of them have a lot of emotion and passion on them, not only visually but with the songs too.
One way to fix Crazy Noisy Bizzarre Town would've been making the visuals more intense and fast. Make more shit happen on it and make it happen faster and crazier like on other OPs.
