Narrative-wise, it can easily lead to ridiculous situations. That super-villain whom we stopped from taking over the world last week? It turns out he never would have accomplished anything anyway, because the current super-villain would have slapped his shit. There's also my new mentor who apparently has similar powers and was simply too busy being mysteriously elusive to take care of all these super villains running around. Also, you remember that villainous king of the world we disposed of 2 years ago? How the fuck did he enact any kind of control over this country where even the low-lives would crush him and his army to pieces?
This can be avoided, but only if you plan things meticulously from the beginning.

There's many ways to make a villain threatening, but making it strictly power makes things a bit ridiculous.

When Guldo came along, he caught Krillin and Gohan off guard because he didn't fight with pure strength and speed, but actual powers. In the end, abilities are what makes somebody powerful.
