Cecile is just an assistant, and by herself holds no power, she's just a soldier. Euphie, on the other hand, he met her at chance and luckily enough their ideals matched. Asides from falling in love with him, Suzaku became her moral support in a scene where everybody was pushing her to stay down, look pretty and let Cornelia and Schneizel play Commander and War.

Suzaku was just another type of case of being in the right place, at the right time. Lelouch and his actions placed him on the right spot to let him shine. The funny thing is that is was not on purpose.
