I think it's more that we got a steady flow of chapters for the first time in years, it's a tough blow to know that we won't get another chapter for at least 6 months, and even after that the release will be irregular. That means there's no chance we'll have another volume complete by this time next year. We've had at least 1 volume get released every year from the manga's start until 2014, with there being almost no chapters the past two years. Volume 38 was completed after Rickert's arc ended, so we're two chapters into volume 39 now. There's no way we'll see volume 40 completed by next year.
Although, if you look at it as tank releases instead of chapters, then volume 39 will come out next year and 40 has a chance to release at the end of 2017, but there's no way we'll see it completed in the magazine next year. At best we'd be one or two chapters short, but it seems more likely we'll get about half a tank's worth of chapters between now and 2017.
