"Its a phase" is a real life meme for two reasons: for a lot of girls it really is, they are yearning for sexual activity but not ready to have sex with a man(penises and all that, a woman's body is less alien to them). They are looking for attention or to fit in with a hip/trendy crowd and the whole girls kissing in public/exploring my sexuality thing gets them that.
There is then the darker reason, when being gay was met with outright hate, a lot of lesbians surrendered, "found god", or something similar and explained it as a phase. Generally, people who don't think such attraction is possible explain it away as a phase.
There's also plenty of women that swap their sexual orientation with the season because they get it in their heads that every failed relationship is an indication that they're playing for the wrong side. They jump to women after a bad relationship with a man (or a fight with their dad), then go back to being straight after a month with another woman, only to repeat the process again as soon as they have another problem with a guy. I've known lesbians to complain about being 'used by straight girls on a dick holiday,' or gay girls that keep running back to guys because their culture/upbringing/religion/family won't support their sexuality and they're too ashamed to stick with it for any period of time less they have to confront an authority figure about it.
