Japanese writers set themselves up for a much much bigger challenge to appease the otaku. They have to take a really ridiculous premise, and turn it into something good and legitimate.
Most of the time, they do fail, but at least they're experimenting, and when it succeeds, it's a much bigger payoff.

The real reason anime largely has dogshit animation is that the GRANDO SPONSAHS are cheap as fuck. But it's also the fault of the industry that can't figure out how to capitalize on a popular product.
That's a big generalization. Just because Pixar doesn't do a film with war and blood doesn't mean their shows aren't all the same.
Pixar's movies are mostly aimed at children with nods to parents watching it. They are the Kyoani of the west. They have their audience and they succeed at entertaining them. That's much better than trying to pander to literally everybody and not having an established audience.

Fluidity is mimicked in lower budget productions.
Japanese animation techniques are actually superior, because they rely on key frames where scenes and characters are indistinguishable, and they give off the impression of fluidity more often than not, without the extravagant budget that's required in western shit.
You could say that most anime has shitty animation and shitty CGI cars.
But nice backgrounds are pretty often seen in anime though.
