Madoka actually takes place in a Matrix-kind of world, except the ones running the Matrix run one of a giant universe as opposed to just our earth and unlike the Matrix, the ones running it are well meaning. They realized the problem of entropy and are trying to fix it. Now because they aren't stupid, first they simulate their "magical girl" strategy in this Matrix until they try it in the real world. Next season is going to be about how futile life for everyone we got to know is as soon the race of Kyubeys will turn off the machine as some black-haired lesbian made their current plan impossible.

Probably a vessel but not for that reason. My guess would be that the appeal would be a secondary effect. QB's race is probably similar to something that'd evolve intelligence on their own and the 'incubator' are more like mass produced avatars capable of processing emotional energy. I highly doubt they'd naturally have that ability if the human race was unique in that regard.

Thats just my headcannon though.

basically what the other anon said, but I believe the magic is fueled by emotion and while incubators seem to have some form of emotion, its secondary and not as volatile as human emotion so they can't wield the power properly. instead they basically act as a control for human where human emotion goes through their technology and creates magic, but since they themselves don't produce that emotion they can't do it for themselves, otherwise they're just be constantly rewriting universal laws like homura and madoka were able to.
