Well if it's Accelerator, you don't even need Ryougi. Tohno can beat him, assuming he's gone off the deep end and is fully willing to kill another human being. Though even Ryougi has a hard time crossing that line (blah blah you can only commit one murder in your life blah blah).

But assuming they're willing to kill, you don't even need to be able to kill vectors. Remember what happened with Kohaku in Hisui's Good End? Shiki was able to kill the poison within Kohaku's body without actually cutting her flesh. Bypassing Accelerator's AIM Field should be even simpler than that.

The problem with Kohaku and the poison was that it was inside her and had already mixed in with her system. But Accelerator's lines of death should be in full view and distinct from the lines of his vector field. It should be easy for Shiki to cut them.

Accelerator's fast thanks to his ability, but his actual senses shouldn't be much further above the average human's. Shiki's skilled enough to avoid vampires and oni hybrids, so there's no way Accelerator can keep up with him with his senses alone. All Shiki needs is one opportunity. Just one chance to slip out of Accelerator's line of sight.
