They're usually still considered joke characters or gap rule fanservice. It's not a concept that's given enough credit. Like there's not many stories where they're just allowed to be treated normally, like "Yeah there's nothing wrong with you, it's not shameful". Like there's some irony "No, they'd be seen as fanservice, so we can't show them because you are shameful, stop being shameful".

There was that Samurai anime a few years back, although I forget the name of it, but the loli had breasts and binded them thinking they were strange and weird. There was also Eiken, although that was entirely a joke.

There was that one in Idolmaster Cinderella Girls. Mimi is one of the few that's allowed to be an actual character, which is the reason in the end. Anything can be forgiven or overlooked as long as you have a character.

That's basically the way you can allow to have any concept catch on or not be so scrutinized, by having one good one up front that sort of inspires the concept.
