Okay, some minor spoilers.
The flowers aren't actually flowers; they're a sentient being that feeds off electricity. They were accidentally developed by Academy City's food industry - you know that in Japan, some tomato farmers play Mozart on a radio in the greenhouses so the tomatoes allegedly taste better from "hearing" the music? It's true, they really do that.

Anyway, the same thing happened here. The "flowers" crawled around the labs and tried to hide, and eventually made it to a Judgment branch office where the real Uiharu was working. Since Uiharu does a lot of programming work, the creature jumped on her head to reach the electricity. But it was astonished to find that Uiharu's esper power (to keep things warm) basically satisfied its hunger just as well, so it burrowed its roots into poor Uiharu's head.

The girl vainly tried to tear it off, but it completely took over Uiharu's mind. Now the human girl is a mindless automaton controlled by the flowers, which both feeds on the electricity from Judgment computers, the girl's AIM manipulation, and most recently from Misaka Mikoto's electric waves.

Yes and no. The creature tries to make her act just like she did before it took over, and so far no one has suspected anything. So the flowers are "acting", but her personality remains more or less intact. The flowers themselves don't see the point of putting up with Saten's bullshit or trolling Kuroko, but since it's a parasite it needs to preserve its host to a near-normal state.

The flowers often take a break and slide off her head. Uiharu retains memories of what she+Flowers did, so she acts like she used to before Flowers got her. She also conveniently forgets that she's being controlled by Flowers most of the time. Think of the flowers creature as something like a mini-Misaki.

Mikoto is a likeable character and one of my favorites, with many likeable personality traits. However, one trait of her that isn't likeable at all is the tsundere thing.

Anything you like about her I'm certain is not part of the aspects that make her a tsundere.

Tsundere is always a bad personality trait. It makes for cheap romantic interactions, and has been pandered and favoured too much for what it is worth.
