I need to 3D print a tessellated wireframe out of a solid (while keeping the outer surfaces ~3mm thick)--imagine this pic but with solid surface faces. Is this best done in meshlab after making the solid .stl?

These are harder to print than just plain 3D objects
Generally, to do this you'll need a dual-head extruder that prints out support structure that can melt away when done.

In blender there is some modifier called skin modifier (atleast I think it's that one) that solidifies your wire frame exactly like in your pic.

There is also a Wireframe modifier in Blender that generates a mesh-based wireframe of the model.

ive only used pro-e, rhino and sketchup... is blender specifically unique in this case? I think im just not finding the right options in rhino or sketchup for this type of work

Get blender like you've been told, work on that file, broaden your pipeline out of CAD into CG. +1 for this forum and the answer.
