I don't think it's that bad OP. Looks like you're using Maya? Even if you aren't, rah software has skinning and weight painting systems. Use them. Also try blend shapes.
I personally always took a liking to Maya's rigging tools because they are the easiest and fastest to use.
Then Autojew completely fucked it up in version 2016, so stick to versions 2014-2015.

Look up edge loops and facial topology. One of the main reasons topology is important is because smoothing relies on it.
