If I am not mistaken, it was the 6(?) episode long documentary The Hunt. As you can tell, it shows many predator/prey relationships in many different conditions around the world. One episode is about the sea (where this is from). I recommend you watch it, it's fucking beautiful and captivating.
If that's not where the footage is from, it at least features the same creature.

Also, I chose these ones because you can see the phenomenon well here. The area of the glowing water is small, it can sometimes reach up to 16 000 square km.

I saw that the other day as the featured picture on Wikipedia. Seems people are starting to take a notice of them. I think that it would be so cool if these things could fly ; like, imagine large swarms of them, all bluey and stuff. And before you say, I know they use poison from the Man O'War. However, they EXTRACT IT from the jellyfish; if they were in air, they wouldn't have it.
