The exact mechanisms at play he never explained, probably because doing so would require a higher level of computer literacy than anyone else in the IRC had, but he described there being three rough "levels": generic .onion stuff being the "surface" deep web and mostly for drugs and pedo shit, a level "below" that being mostly programmers fucking around and grey hats like him, and the "deepest" being a clusterfuck of black hat hackers trying to one-up each other (kind of like the "Virus Soup" in the Marianas copypasta).
