there's tons of ways those effects could be done. the second pic seems to have a few layers with different blending modes (probably darken on the guy behind and exclusion on the guy on top) very amateur b.t.w.
the op pic seems to have some color correction along with another blending mode (probably the levels for highlights were bumped) and the effect that comes from his head could be some light rays made with layer styles (it could be some 3d render too)
