I reinstalled Windows 7 and now when I play Crusader Kings 2

I reinstalled Windows 7 and now when I play Crusader Kings 2 I get stuttering when I unpause and move the camera around, even on the lowest speed. Turned off tress in the settings.txt, fucked with the resolution, and did a bunch of suggested stuff in the Nvidia control panel but nothing seems to help. No other game does this and I'm running Mad Max and GRID fine. CK2 isn't unplayable but it's annoying every few seconds having it pause and sometimes the audio even drops out. Anybody know what the issue might be and how to fix it?

The files may have been corrupted during the transfer. You might want to check the files if it's thru steam. Just look up a tutorial.
