MPV if you just want something that works out of the box and handles subtitles and scaling better than VLC. MPC-HC if you're willing to do some fine tuning to get good playback. MPC-HC out of the box is a pretty good media player, but for anime playback you need to install MadVR for better scaling and a subtitle renderer to go with it, I use xy-subfilter since it's made to go with MadVR.

I will say that for anime there's one major drawback to MPC-HC, and that's that its default subtitle renderer doesn't include softsubs in its screenshot functionality (taken with alt+i) because it only grabs the frame of the video and not what is actually being displayed on MPC's viewport. You can just install your own subtitle renderer (which is what I did and what is generally recommended) and it fixes this, but it's just annoying.

Also I'm not sure how much you know about anime torrenting and the difference between hardsubs and softsubs, but softsubs are considered the standard for HD anime releases, generally only the lower quality encodes released as mp4s will be hardsubbed. So if you're watching anime on a platform that can only handle hardsubs (like a PS4) then just be aware it severely limits your options regarding subtitles.

I think you should just get the one with best mem and space, because it will be used for work and you might have a lot of files on there, and a lot of programs to be running simultaneously.

- You can always add a 2.5" disk later if you need more storage.

You won't notice the difference between 3 GB and 6 GB ram on a videocard (unless you're using multiple monitors).

I recall there was this one called ZingBox that used sources from various websites such as Batato and kissmanga. However, it is an external apk and I don't think its on the app store. You have to download the apk file from your browser and allow external applications installation to be permitted. I also recommend getting a microsd if you have a port.
