Load times doesn't matter in the long run, and can be guessed locally without uploading, and It's VERY different from user to user anyway.
Sound can also be VERY easily and perfectly be looked at locally...

The only point i can somewhat accept is the "it doesn't looks the same" argument, but even that is rather weak to me.

Open your eyes and look at the scene, then compare it to other webms that are 2 minutes and have a good quality...
This isn't space magic, and can be rather easily understood if you think about what's going on.
Not trying to be an asshole here, just got a weird way of saying this kind of shit.

In other words: Your scene has a SHIT TON of movement in it, which RAPES the filesize because it needs a high bitrate to look good.

A decent example for this is the OP/ED thread.
You generally need a resolution below 400p (preferably 300 or lower) to get a 1:30 OP under the 4mb limit without it looking like utter shit.
Meanwhile most scenes from a simple anime are tame as hell and don't have a lot of movement, making it easy to put inside of 4mb, even at higher resolutions.

2. Use CRF with a starting point of 40 and adapt the resolution from there

So do the following:
1 byte=8 bits
4MB=32768kb
Divide 32768 by the number of seconds
Figure out your audio budget and subtract it from the pool
Figure out a number less than the remaining amount for video as video files contain small amounts of extra data
Tada, a working webm of maximum quality

If it still looks like shit, figure out a lower resolution with a matching aspect ratio.
