This is my opinion was the best part of the show.
As for Eureka 7 as a whole, I can't remember enough but I thought it was ok, good even but not necessarily worth the massive runtime.
Renton and the kids will just grind on your nerves.
It also suffers from a movie and sequal that utterly destroy any semblance of good the series had.

generally there is a trade off between time spent encoding and filesize, for example x264 has preset ultraslow (smaller file size, longer time to encode) and ultrafast (huge file size, fastest encode)

If i remember correctly, all they're doing is either prioritising the speed, and / or a better efficiency which results in a better quality.
For example: If your video uses a fixed (CBR) bitrate of 3500, it will look like utter shit using ultrafast, but very good with medium or ultra-slow preset because the encoding is taking more time to do It's job properly.
This will also effect how much bitrate CRF will use in a given frame by the way.
As example: If you set it to 30 and are using the ultrafast preset the encoder could use a bitrate of 9000, while when using the medium preset it will only use 4000 since it doesn't needs more for the desired quality of "30" thanks to the better encoding.
I'm pretty sure someone with actual (wikipedia) knowledge can explain it far better than I am right now. I just hope I'm not talking too much bullshit right now.

It's generally correct. The slower presets enable more optimizations and increases various parameters to do more extensive searches. That results in more CPU cycles spent and increases the quality-per-bit ratio. How you apply that ratio - towards a fixed quality, a fixed bitrate or fixed filesize - is determined what you choose for CRF/CBR/2pass mode.

These sorts of moe/harem anime really don't suit dubs, the actors don't seem to give a shit and in all honesty the english voice actresses really seem to struggle to replicate how "moe" the girls are supposed to sound. It just sounds really unnatural.
I'm not one of those people who think that all dubs are bad. Bebop, Baccano and Berserk are all things I prefer to watch dubbed. But most modern anime for the most part have pretty bad dubs.

What I generally find is thatthe fun has gone out of the industry since Funimation basically made itself the sole supplier.
You can moan about the quality of the dubs but ADV had a good time with theirs (Ghost Stories, Daiguard, PaniPoni Dash, Excel Saga, Punipuni Poemi and I'm sure plenty more)
You also had made up scripts like Samurai Pizza Cats and the blooper reels from Berserk and Princess Tutu.
Since it's all streaming now no-one does gag takes anymore for DVD/BD extras.

Drawn Art is one big thing, dubbing is an addition to it in the context of Anime.
The Mona Lisa stands alone with It's drawn art, while anime is a combination of drawn art, music, and voice acting all together.
Probably some other things on top that I haven't written yet.
One is a BIG team effort, the other Isn't most the time.

This isn't a matter of who made it or how but the fact that it was made then put out to the public in a particular way in its original form means that from the original creators they put out (if they are hard working and ethical craftsman) is the most accurate representation of what they had in mind at the time of its creation.
To alter any detail of this already completed work just for the sake of convenience shows a complete lack of appreciation of the time and effort the original creators put into it. Or the vision the creators may have had in mind.

You saw the same thing in America back in the 90s, with people thinking anime and Japanese video games were made in America or other western countries because of the localizations and a general ignorance of media outside their own country. Japanese people overwhelmingly prefer to consume stuff in their own language, so their only real exposure to western media is the stuff that's been localized, and in some cases they can't tell the difference between localized media and native Japanese media. Given that TES is mainly a PC game (and PC is a very small niche market in Japan) it's not unlikely that for many Japanese their first exposure to TES was through Skyrim when it came out on PS3, and being all localized there wouldn't be much way for them to tell it wasn't a Japanese game since it was in Japanese and came out on a Japanese console, and it's doubtful they kept up with gaming news from America.

So, you'd rather watch Baccano!, a story set in America, and one of the few shows that showcases one of the most appropriate uses of English VA's, in Japanese Engrish.
I've watched Baccano! so many times in both sub and dub and can easily say that the dub wins out.
