What he is talking about is the idea that a foreign power is calling for an investigation into a murder to be carried out by them. Its a way of both dick waving and insulting Russia. Imagine if the roles were reversed.
Imagine if some Joe Biden was killed in Washington (since he lives and works there) and suddenly Russia released an official statement condemning the murder of a prominent opponent of Trump "JUST DOW N THE STREET FROM THE WHITEHOUSE!" and urges the US to have the murder investigated properly by letting Russia handle it.
The implications would be: 1. that the US doesn't think murder is wrong, 2. that the US is incapable of investigating a murder, 3. that even if they were capable they are too biased / shady to do it properly, 4. that Russia is objectively better at these things, 5. that Russia's narrative of Trump being involved and this being a political assassination must be true regardless of the fact that the investigation has just started and that it is possible the investigation will find it was a random crime

In short its a devious troll that plays off existing political rivalries to slander a nation's opponents, and this would be very clear to Americans if the shoe was on the other foot.
