otherwise, basically you just make two layers with the same image, move the top part to however you want it, and then zoom into or stretch the background and blur it. I add outer glow to the top with black on "multiply" blend mode, but you don't have to. I just think it looks better.

Like I said, the preset I used tried to preserve the sharp lines.
I could have used a preset that wouldn't mess with the grain effect, but lines would look a little bit more blurry like in your picture.

Im not saying that one is better than the other, it's just preference.

For what purpose?
I don't dont get these people, simply stretching an image won't make it look better, in fact it will only make it bigger and blurrier.

If you wanna an image with better resolution and quality, you need to ask for some kind of post-processing or upscaling algorithm, but even that is not a guarantee that the picture will look better.
