The author of the theme I used actually deleted his website for whatever reason and had only posted a screenshot on deviantart to shill his site. I think I have the entire folder somewhere.

There's tons of themes on deviantart and other places if you look around. All of them require OldNewExplorer, UXTheme, and sometimes Winaero. Really straightforward if you just read the theme guides and it's all reversible if you run into issues.

Lots and lots of configs and editing them... When I started the theme, I based it off really bad broken Win95 themes sitting aorund the net, but nowadays I've noticed a theme exists that does a good job called "Chicago 95". It's not as good looking as what I've concocted, but it does look nice!
