Anything over 9600bit/s on a VoIP line is going to be useless -- VoIP are like really, really noisy analog lines to modems. I already tried to access some dial-up BBS that way, shit is tedious at 4800 bit/s andbecomes unbearable when trying to dial at 14400 bit/s, that's why I still have an analog landline for that kind of applications.

Yeah, cause the compression algorithm used in most VoIP protocols are only decent for voice. Analog modulated signals produced by modems can be fucked up when there's a high number of bit per modulation (the higher the more complicated the waveforms are).

I don't know if this will work with the saturn but for the dreamcast a person used a rapsberry pi and a usb 56k modem to get the dreamcast online which he called DreamPi. There was another way too but it required a lot of extra hardware, time, and a bit of money to do it.

I don't have any of the shit they're talking about here. All I have is either an analog line or an all-in-one box that does ADSL, internet TV and VoIP telephone.
And I tried more than once to use a modem over a VoIP phone line, and every time I had really poor performances.

That is probably why its fine then. You can select better voip codecs than are used commercially. Pots voice is only 64k if absolutely perfect, and 8k is reserved for framing and switching information the phone company uses.

The problem is every commercial voip service I found uses shit tier compression. If you can roll your own with some voip boxes that's cool.

It's way more practical but there's just something about a small group of people still playing multiplayer through an incredibly specific and niche manner that hardly anyone even bothered with 20 years ago let alone today that I find very endearing.
